Can a vaccine for cows slash methane emissions?

This isn't a joke, but to me it sounds like one:

While previous studies show that the concept may be workable, studies are still needed to prove that actual application of the idea is feasible. In the meantime, other green groups are proposing that governments start taxing farmers for their animals' farts by 2025.
