Is Trump @ WR or on a Boat?

One of my channels I'm subbed to on YT. He caught some very interesting things going on in Trumps vid supposedly from Walter Reed.  About 6 minutes long

Hubby is a professional photographer. Says this guy is wrong about the gimbal, it depends on the setting, and his guess it was set to POV so the axes were not locked. If they even used a gimbal. If not, it's hard to hold a camera or phone completely steady. Why would he even be on a boat? And if the person filming is also on the same boat, they would be going up and down at the same time so no change in perspective. It almost looked to me like a breathing rhythm, as if the person was holding the camera or phone close to their chest and it would go slightly up and down with each breath. Hub says camera would be on a neck strap, elbows would be steadied on either side of the chest.

Hi Deb,

I hope your Hubby is right! He would know more than me as I have no knowledge of photography. Or that it's due to camera person holding the camera on their chest.
It does look to me like movement that would be on a boat.  The guy who made the vid wouldn't speculate as to why Trump would be on a boat. Others have, lol. Rumor mill is speculating that a near earth object is incoming.
